Workaround
You can use https://www.virustotal.com
There is serial number and Thumbprint in detailes tab.
You can compare it with the one already installed.
(Osmand team can use API for totalvirus to automate their solution)
With this app
https://github.com/MuntashirAkon/AppManager
you can easly verify if new app that you want to install has the same cert with the one you have already installed.
