ok, there was an upgrade in OSGeo4W to python 3.7.6 recently, maybe it's now related to
ctypesgen/ctypesgen#77 (comment)

In Python 3.7.6 - 3.8.1 ctypes is broken if unpatched.
In Fedora, the fix of the upcoming 3.8.2 has recently been backported [1]. But it requires the recompilation of Python.
The easiest is to downgrade the Python version.

- on Fedora 31 I have Python 3.7.7 (I assume patched or the "pure" upstream version) which works fine.
- on Alpine based docker images we use Python 3.8.2 successfully.
