I agree this API looks different from other create APIs. From rest service doc (https://docs.us-phoenix-1.oraclecloud.com/api/#/en/loadbalancer/20170115/LoadBalancer/CreateLoadBalancer), they don't have the response at all (except for errors). To unblock you for now, you can use 'ListLoadBalancers' to get the details.

sorry, I miss understood your question. I thought you also asking for createLoadBalancerRequest to return new created instance details just like other create APIs.
