Sorry, libpostal does not support Windows. Also the C library needs to be downloaded and installed first (pip install postal does not do that automatically, it's sort of like lxml where libxml2 has to be installed system-wide as well). Currently this is only tested on Mac and Linux, and one user has reported getting the C library compiled with MinGW: https://github.com/BenK10/libpostal_windows.
