Some things you can quickly check:

1. Check that the .snapshots directory corresponding to the given config is indeed a subvolume
2. Check ownership rights of the .snapshots subvolume
3. Check the config you are working with have defined correct user(s) and group(s):
   #users and groups allowed to work with config
   ALLOW_USERS=""
   ALLOW_GROUPS=""

1. The .snapshots directory is indeed a subvol.
2. .snapshots is owned by root:root
3. I was running as root. Do I need to add root to the ALLOW_USERS variable?

1, 2: no idea then :P
3: not that I know. root is the default user and group but using those variables you can enable other users/groups besides root to work with the config.

I repeat my advice to look at /var/log/snapper.log. If there are error messages there you can also post them here.
