Yes, the tool doesn't do the uncompress, its main purpose is to debug the repo converter (the same is true for repomd2solv and the other tools).
But you shouldn't need the '-l' option, 'gunzip < core.db.tar.gz | archrepo2solv | dumpsolv' works for me.
