Force Ansible "connection: local" for running all the commands about ci-artifacts

The workaround was:

SSH Key Setup

The scripts to deploy the GPU and NFD operators use Ansible, executing a
playbook against localhost. As part of this, Ansible executes an SSH
connection to localhost as your local user. To facilitate this, you must
have your local user's SSH public key added to your local users's
authorized keys file. This one liner should accomplish this:

cat ~/.ssh/id_rsa.pub >> ~/.ssh/authorized_keys

and

ANSIBLE_OPTS="--become-user=${USER}" ./toolbox/gpu-operator/deploy_from_operatorhub.sh

and certainly we could set this:

--connection=local

in the toolbox/_common.sh to get rid of this behavior, if it happens with Ansible >= 2.9
