Fix rail viaduct's glitch when it's over road about openloco

Unfortunately, all of the bridge types end up looking a bit silly in this kind of situation, since the game just doesn't allow the supports to be drawn if they'd intersect with a road / track / etc in that manner.

I don't know that there's really a good way to fix this generally (for all cases).

Some of the bridge types' supports, though, could probably be drawn in cases where they currently aren't, and it wouldn't actually look too bad. (In particular, the suspension bridge's supports really only consist of two vertical beams to the sides, which I suspect would look completely fine when drawn on top of a same-direction road or track, unlike some of the other bridge types such as brick; but the game doesn't draw them.)

@jgottula, yet, suspension bridges in the middle of a city look very odd, so in the long run, I'd like to see some new urban bridge type resembling the ones in Chicago or somewhere else. :)

But it doesn't have to be as rusty as in the last image though.

That would be a ridiculous amount of work to change. What would you even expect it to do?

The brigde looks non-natural and ugly without the pillars. But the problem IMHO is not a graphical glitch but the possibility to build a road under the bridge having the same direction as the bridge itself or, as in my issue (#109), houses under the bridge.
