Which (if any) Python log points should be mimicked?

After speaking to IBM product teams. their vote is that we use Java JDK Logging Facility

CometD java server logging is configured via a servlet init param :

logLevel 0 The log level; 0 = warn, 1 = info, 2 = debug

Perhaps we should do a similar thing with a single log level that is applied to all the Loggers under the org.coweb.* namespace.
It can be easily added to cowebConfig.json and applied by the AdminServlet.

I have added code to AdminServlet to setup its own ConsoleHandler and apply a logLevel that can be provided in the cowebConfig.json file.

Three supported levels :

0=WARN
1=INFO
2=FINE

The default is currently set to WARN. We can set the default to 1 (basically what the current default is) if we want to continue the same level of logging.

To configure add something like this to the cowebConfig.json :

"logLevel" : 1
}

I have also converted all the commented out System.out calls to log.fine calls.
