The version field of the OIDC well-known endpoint is provided by DiscoveryApiController.java. This uses the value rs-discovery.apis.version from spring config, or if that is not defined it uses the CURRENT_VERSION string specified in the DiscoveryApi interface.
The default version from teh DiscoveryAPI.java is currently 3.1.4, where it really should be the version of the Dynamic Client Registration api. The github repo for the DiscoveryAPI is here;

This may help us determine which version we have currently implemented.
