Rather surprisingly, this appears to be a Webkit (and hence Chrome) bug. I can't reproduce it in Firefox 3.6.14 or 4.0b9.
If you inspect the DOM in the developer console, the element is in the right place and has the correct style properties set. If you set the element's "display" property to "block" or "inline-block" the element will jump down to where it should be. If you then remove that property again, the element stays where it is!

This fixes an issue where the tags field was not appearing on first load.
