The packages are set up to inherit permission from the repository, where the @open-telemetry/operator-maintainers team has "Write" permissions.
These are sufficient to upload and publish packages, so you should already be able to push to ghcr.io:

If you create fine-grained access token, it should offer you to give it the write:packages scope that's necessary for doing so:
