[Design] Implement opinionated filters about app

It should change all data on the page, so definitely on the top. So here is the user workflow in my head.

1. User clicks on 1 of the 5 opinionated filters (they can only choose one). The repository indicator should show the number of repos selected (i.e. 1k)

2. If it makes sense to keep on the page it show the list of participants (probably ordered by last commit).

3. The contributor calendar and insight cards will show context and contributions only from that opinionated filter.

Happy to jump on a call and talk through this if needed. Definitely hit me up with more questions. This is something I mentioned a few times, but have not written it out until now.

I should also mentioned, the user should be able to remove the filter and see all data. We could also potentially default the filter to top 1k. I imagine this same filter can be leveraged by our Insiders to see their projects and we can test infinite opinions or potentially make this custom.

What will it be filtering? That same table? Or the entire layout?

If it's the case that it'll change the data in the entire UI, I believe we should move it somewhere to the top.

If it's local, only affecting the table, should we display the data in the table with different columns or different data?
