Use clusteradm to upgrade ocm about clusteradm

@qiujian16 how do we define to which upgrade cluster manager and klusterlet?
if not specified should we upgrade directly to the latest?

I think we could have something like clusteradm upgrade klusterlet --version-bundle latest and clusteradm upgrade cluster-manager --version-bundle v0.7.0. And print error if the version-bundle is not specified.
