Canada government about licenses

Adding @hlainchb and @kmewhort one might know for certain.

I believe the geo-no-fee is retired; the Geogratis license is definitely in active use; I have no idea what "canada-crown" was supposed to refer to, but, in any case, it's almost certainly superceded by OGL2-Canada.

I would probably suggest removing all three (we can put Geogratis back in if and when anyone wants to carry it through the approval process) and then include an entry for the approved OGL2-Canada.
