Watcher dialog box needs to pop back up when switching to simulation about progressive-learning-platform

Also it'd be a nice convenience to be able to drag a row in the Watcher window 
to re position it.  If I decide to, say, add $t0 when I already had $t1-4, then 
the OCD in me wants it to come before $t1 but I can't do that unless i clear 
the list and re-add them.  If can't drag and drop, or too difficult to 
implement, then two buttons with up and down arrows would be pretty 
self-explanatory.

Keeping the Watcher window the same dimensions and window position as it was 
when simulation was ended would be helpful as well.
