You got the math right, but the logic wrong. :)
What we're setting here is an em-value adjusted for 16px. Since 16px is smaller than 18px, we need a larger em-value to match.
You also have a typo: 60em 16em is not a valid $media-layout. You need to provide a unitless layout.
