That request is getting a list of NuGet packages that make up the project - my guess is that it is taking a while to refresh the NuGet feeds.
I'll increase the timeout of the web client so that it waits a little longer, and add a retry, but if that doesn't help then you may need to look at alternative NuGet package hosting options.

Thanks for the reply, I think this might be an issue with my NuGet server instead of an issue with Octopus.

Is there a good solution to this? I have the same issue with my own hosted nuget server based on: http://nuget.org/packages/NuGet.Server.

@mastoj My fix for this was switching to a NuGet fileshare and removing a heap of my old packages (had over 1000 in there).
