We could reserve the external IP from the public vlan but the network port API does not return us the external IP associated with the network address. There is no way currently to get the external IP associated with the vlan address.

The fix is part of #114 but works with hack for getting the public IP address from the public VIP(internal).
I will keep it open and fix it for once when the PR to get public IP from public network port is part of IBM provider.
