Hi, you should be able to set up vim in your WSL's Ubuntu by opening up your Ubuntu terminal (not windows cmd.exe) and type the following command:
sudo apt install vim

After that use:
vim ~/.vimrc
to open an empty text file called .vimrc in your vim editor.

Copy and paste the configs from github over.
