@emgarten, We have to make sure that satellite packages work properly even after this change. I don't think they will based on the commit. Currently, it is assumed that the runtime package directory could be inferred by the version in the dependency version spec since PackagePathResolver has been changed to use NormalizedVersion always. That is the back-compat breaking change
from home.
For testing, Install Microsoft.AspNet.Providers.Core.fr.1.1 which depends on Microsoft.AspNet.Providers.Core.1.1. In this case, since the version spec is not normalized, the satellite files will not be copied
from home.
Fixed with NuGetArchive/NuGet.Packaging@f576f9c
from home.
