The pack is a little out of date so expect potential missing textures. But to answer your question, you can just download the zip-files from the main repo and place them in your resource packs directory and enable/disable each individual one.

What resource pack would you suggest as a base pack? And what shaders seus?

Considering that the resource packs are generally upscale of all the resources within their respective mod it doesn't really make sense to use a different base pack.

Regarding shaders I personally used SEUS but you won't get around having to manually edit the shader because of how TFC+ and the shader integration in 1.7.10 works. Sadly the shader manipulations can't be shared because they're heavily dependent on the mod pack and because shader authors don't permit the sharing of their modified works.
