dependsOn projects exclusion does not work about nx

@ixahmedxi I have deleted my previous incorrect comment, I just checked and the entries in projects within dependsOn specifically are currently processed one by one, so combining * with the negation to create an overall result does not work.

#23459 reverted the change that would have allowed specifying negative only because it seems it caused some unwanted side-effects.

@AgentEnder is it being tracked to add this back in?

However, thinking more deeply about this, the fact that the patterns are processed one by one means you would currently still an issue.

The projects array there is not an AND, it's an OR. So !vite will match storybook, and !storybook will match vite, so you'll still end up running all.

Maybe we can add a way to opt into the projects array being an AND relationship?
