I have that exact same problem, and why it's happening.

I've been reading firebase documentation, and it says to not use topics for repeating messages as in our case.

Only option would be to create an database of IDs from firebase, and pushing to all users.

I've personally switched to an database with Firebase Instance IDs, and sending to these users one by one (or all IDs at the same time, there may be an side effect of slowness because of i.e. 500 IDs). It's been working perfectly.
