Add new orog and ugwd fix files for global nest about global-workflow

@guoqing-noaa Okie dokie, please check the new folders again and let me know if I've now brought in everything you need in them from the prior 20231027 timestamps versions (same timestamp for both orog and ugwd). I retained the orog links to the raw files but copied everything else that wasn't a symlink.

The new fix files have now been synced from Hera to AWS, Jet, and both WCOSS2s. Orion will get synced once it's back.

Only the files under CXXX/CXX subdirectories are new fix files.

Those files directly under orog/global-nest.20240419 and ugwd/global-nest.20240419 (i.e. not under any further subdirectories) are copies of current GFS fix files. If disk space is a concern, we can do links instead of copies for those files.
