It is not a bug, it is the expected behavior: FONLL-B is a NNLO scheme concerning quark masses treatment, so below charm mass it is fully NNLO.

Note that above I used toyantichsing which means that also the light part is at NNLO - that is the bug (agreed description is not precise enough)

FFNS3 has to be fully at NNLO. FONLL-B (for charm mass) is matching scheme between FFNS3 at NNLO and a fully light FFNS4 at NLO. This is the meaning of the scheme, and this is what is encoded in the program.
