we need to decide when we want to parse to json.

1. download and immediately parse and store the json on gcp?
2. download->gcp, and then parse to json as part of the loader? (I think this is my current fave)
3. download->gcp, json->gcp, load?

I think we want to do 1, because we eventually load the whole JSON as a string.

We are not doing this, it's too much hassle and we've got space on the filesystem according to michael. enthusiastically #WONTFIX
