Hmm, I'm not sure about a variable. I was thinking more of checking for the existence of one of the rundeck config files instead. This ignores upgrading rundeck though without more thought...

I normally only deploy this sort of software if I want to up grade or on a new server. I use vagrant a lot but I don't reload that offend or keep them around as I use it a proving ground for the actual deployments so I would prefer the option to override the download location rather than set a force upgrade flag.
