Actually disabling/enabling autoscrolling is already implemented.
Autoscrolling is enabled 'by default', so each new incoming data will be visible. But if user move the cursor of scrollbar to desired position it will be kept there whenever new data arrived. To enable autoscrolling again, user just need to move the cursor of scrollbar to the most bottom position.

I assume this can be closed since auto scrolling is indeed enabled be default as @slapab said.
