To me, it looks like something in your system is not properly setup. Do you have Xcode installed? Have you run it and agreed to the license agreement? I've just run brew tap neovim/homebrew-neovim && brew install --HEAD neovim without issue in a pretty clean Yosemite VM. The only catch is that I have installed Xcode and run it to get all the agreements stuff out of the way.

@jszakmeister finally solve this problem by re-install command line tool for OS X 10.10 thanks, closing this one.
