This is the correct behavior.

The actually failure is here:

/Library/Developer/CommandLineTools/usr/bin/../include/c++/v1/iterator:341:10: fatal error: '__debug' file not found

         ^
1 error generated.

This is a bug Apple introduced in Xcode CLT 6.3. A temporary fix is to install Xcode.
