Because PhotoKit has many advantages over AssetsLibrary.
You should watch WWDC 2014 Section 511 for the details.

Sorry my answer was too simple.
For example in requestImageForAsset:targetSize:contentMode:options:resultHandler: method (here), resultHandler will be called twice or more.
This is because the picker shows the low resolution image at first, and then shows the high resolution image.
Another example is updateCachedAssets method in QBAssetsViewController.m.
In this method the picker preloads the images towards the user's scrolling direction by using PHCachingImageManager.
These features realizes the fast scrolling.
Anyway, PhotoKit is intended to supersede AssetsLibrary.
So there are no reason to use AssetsLibrary in iOS 8.
