Yes, I had the same issue; it is because the Rstem package has been removed from CRAN.

I downloaded and installed Rstem from the command-line as follows:

wget  http://www.omegahat.org/Rstem/Rstem_0.4-1.tar.gz
R CMD INSTALL Rstem_0.4-1.tar.gz

Now you should be able to install sentiment from the R console using install.packages().

It's not clear from the previous comment what is "not working".

Both Rstem and sentiment were removed from CRAN, but both can still be downloaded and installed. You also need to install the tm package. I just did this successfully on OS X with R 3.3.
