Do not enable mode globally on require about sphinx-doc.el

Thanks for pointing it out! I read the docs about defining minor modes and it indeed says that the init-value must usually be set to nil. However, in that case, I noticed that sphinx-doc-mode needs to be enabled in the python-mode-hook. So the configuration in my init file is changed to,

(add-hook 'python-mode-hook (lambda () 
                              (require 'sphinx-doc)
                              (sphinx-doc-mode t)))

Is this correct? I would just like to confirm it before pushing the commit so I can update the README in the same commit.
