I wouldn't pop anything up that the user has to approve. Irritating as hell. Go for the privacy page approach.

I'm in error and I've edited the opening page accordingly. If you drop a cookie that does not provide Personally Identifying Information (PII) then you don't have to get explicit consent. Since the site does not gather user names/emails/addresses etc then there is no need for a popup.

In light of all the PRISM revelations, I don't think we should use Google Analytics.
If we want to see more data we can parse the server logs with awstats. I previously had the referer pages on the awstats reports but currently they are switched off.
