No, it's exclusively for v7 and future releases. We are not going to add new features in v6, only critical issues or security bugs.

Maybe @henon can agree that this can be accepted as a community contribution to v6, but then you'd need to cherry-pick and port these pull requests to v6:

• #9141 (optional, but nice to have)

Without them, the ParameterState is not really publicly usable.
Because if you also want to avoid writing to parameters, you would want to have GetState in case you have a relationship like MudRating <-> MudRatingItem. The ComponentBaseWithState is also important, as you don't need to use the MudComponentBase for your component that contains Mud-specific code. If you have inheritance then you'd need the changes introduced in #9033, and so on.
