Fix tensorrt-rs tests on CI about tensorrt-rs

Okay so I got to the bottom of the test issues on CI. It turns out that my guess that we could run our tests without having a GPU enabled were incorrect. Even though we're not executing the engine TensorRT still tries to initialize a cuda context. With the way that docker works with GPUs we have to pass the gpus --all flag to the container for this to work correctly.

As of right now CircleCI doesn't support using GPU machines on the OSS free tier and I'm not sure I want to shell out for GPU builds at the moment.

For now we'll just have to run tests locally until we can find a decent solution to this problem.
