Do you still want coverage to be added to the requirements.txt file? Or do you want a requirements-tests.txt file maybe?
It doesn't strike me as painful to just put this requirement in the tox.ini file, at least for now as it's the only requirement we have specifically for the tests. We also have coveralls in the .travis.yml file.
