I think this is a connectivity issue you are facing. Maybe point your peer to the seed nodes?

i can rule out connectivity problems, as other protocols work fine. even monerovd is able to communicate, as it gets announcements of newer blocks. it just seems to ban them and remove from peer list and keeps pretending it's already at 100% synced:
