Can we fixed by doing what the error message suggests ie adding System.Runtime to the list of assemblies in the section of web.config. What annoys me is that this should be done automatically when you install the package - unless you somehow prevented the web.config file from being modified?
Will look into it.

I don't know if this is any helps but when delete the System.Collections.Immutable.dll I can access umbraco again. But the dashboard was not installed.

Deleting that DLL will get Umbraco to work again but the models builder will fail. Looks like something went wrong with the package install, will try to reproduce.
