It seems we will (fortunately) not include headers chromium/base (although we will depend on them to build our libraries), so we can safely make our own chromium-inspired portable macros. This is probably for the best.

I wouldn't consider #216 fixed until we have the sort of stuff found in build_config.h, e.g., consistent OS_FOO, COMPILER_FOO, ARCH_FOO macros, possibly LIB_FOO (in order to distinguish libc++ from libstdc++, chromium doesn't deal with that).
We may also be interested in kCompiler, kCompilerVersion, kArch, kLib, kLibVersion for logging.
Please remember to reopen once this is merged.
