Yes, all info will be in one room, epic or project.
Moreover we will add this "silence" mode to config and you will have only epics and project rooms which reports you about new issues, relations, status changes.
In our jira projects we have big epics with thousands issues and different users who works with it. And it's difficult for us to discuss all in one chat - epic or project, that's why we create matrix rooms.

In the case of this issue, you will be able to create matrix room for existing Jira Issue by command from epic/project matrix room - "!chat MYISSUE-123". And it will be something like thread in Slack but in another room.

Hi,
we have already added custom limit for jira projects based on task types. You can see more information about it here. But it stops all reports to matrix.
Now we discuss some features which very close to your issue: manage room creating from epic and project rooms. And, of course, it will be set by project owner or admin. It lets create rooms only if you need it but all changes will be sent to matrix.

Maybe it more useful for you? If you are interested in, we can add milestone to make our future changes clear.

The main idea is do not split discussion of one project (epic) to separate rooms, so post info about all project tasks events (created new task, commented, closed) into one room.

Because in our command (we use Slack now, but I promote Matrix and try move command to it) now most of discussion about one project and alll it tasks done in one project room, so additional per-task rooms are not needed at all. One room per project will be enough for most of "not too large" projects for many teams, not only for our.

You can try it using special branch new-fsm.
Just add to config noIssueRooms with true status or some special projects where you need to use this mode.
