You are using the ready docker image mltooling/ml-workspace which was built for amd64 not arm64 like M1. Docker on mac m1 is using QEMU to try to emulate things but not all things work correctly and even though you will get a serious performance hit. Until an ARM build is ready (it is not a simple build this on arm machine) you should rely more on amd64 machines.
