It seems like you're missing a switching station; as of recently a switching station is required for every circuit to handle redistribution of power. It's not a bug, just an undocumented feature…

Maybe we can fix this recurring issue by letting the "Not powered" message in the game say "No connection to a switching station" instead?
Maybe even change the name of the switching station to "Power hub"
That should make it clear what it is used for.
I am sorry about the name. I am an engineer and was thinking in terms of "switch mode supply" in cubic form :~}
