If I remember correctly, Edge ignores the X-UA-Compatible meta tag in most cases (it's there to support legacy versions of IE, and Edge removed legacy support).
I'm not sure what you mean by "But my application opening in ie8 by default in higher environment?" Are you trying to use IE 8 mode in Edge? If so I recommend updating your application to support Edge instead of relying on legacy support (or you can recommend your users to continue using your site with IE if this can't be updated).
