Can you let us know
- which Windows SDK version you are using for building the sample and
- which Windows OS version is used for running the built application?

I think this might be a known issue that is fixed in Windows Insider builds.
Does the sample app work if you first reset the settings from the Camera Settings?
- Open Camera Settigns, click "Reset Settings" button
- Open the associated external settings app and try to use your auto framing code addition?
