I think this should be submitted to the Windows team via the Feedback Hub application.
Interfering with Windows when it comes to Windows Snap actions may not be a good idea since it can easily break the internal logic of Windows Snap: for example when you snap a window resizing it to the top edge of the screen, you also have the ability to restore it to its original size. If PowerToys tries to save the new windows size and position so that it will be used when the app reopens, that would break the existing functionality of Windows Snap.
