The values are not exceptions because they do not currently have values in the org setting file:

You can either prepopulate the org setting file in PowerSTIG modules directory or reference another org setting file as described in our our wiki

Or you can just use this format for org settings in your config:

                OrgSettings =  @{
                     'V-205909' = @{
                        OptionValue = 'xAdmin'
                    }
                    'V-205910' = @{
                        OptionValue = 'Disabled_Guest'
                    }
