Each RecyclableMemoryStreamManager publishes statistics about its usage, include bytes in use and bytes free. That will be easy for your own reference to manage.
For a 3rd-party library, I don't think there is an easy way. You could grab a process dump and find the reference to the RMSManager object in that library, but all you will be able to see is the list of buffers currently unused. The RMSManager does not track buffers currently in use by streams.
To get all of them, you could do some clever debugger scripting to find all RMS objects on the heap, iterate through the owned buffers, then do the same thing for all RMSManager objects. Tools like ClrMD might be easier to do this with.
