Failing to fetch 20.04 and 22.04 repos - Packages.gz file being served is alternating about linux-package-repositories

This should be resolved now. We had a bug in the tooling that ensures apt metadata files are atomically updated in our globally distributed cache. We force-updated the cached metadata and are working on a fix for the tooling which should prevent this from recurring.
